Student Transfer Information

Transfer Guidelines & Application

- Transfer approval is based on campus capacity as determined by the District.
- Admission must not require the District to hire additional staff, reassign staff, or provide specialized training.
- Student transfers are a privilege, not a right.
- Transfers may be denied or revoked at any time in accordance with District policy, these guidelines, and the written transfer agreement.
- Submission of a transfer request does not guarantee approval.
- PLEASE DO NOT WITHDRAW YOUR STUDENT UNTIL APPLICATION IS APPROVED.
- Parents and guardians must actively participate in their student’s education.

- All transfer requests must be submitted through the District’s official transfer request process.
- Incomplete transfer requests cannot be considered.
- Transfer requests are processed on a first come, first served basis.
- Final approval is contingent upon review of official records requested by the District. A transfer may be denied or revoked if those records show the student does not meet eligibility criteria or requires services not available at the requested campus.

Students receiving special education services may be considered for out- of-district transfer only if the district can fully meet the requirements of the student’s IEP.
- All SPED transfer applications are reviewed by the Director of Special Education before final approval.
- If the student requires services that are not available within Whitehouse ISD, the transfer will be denied in compliance with state and federal regulations.
- Continued enrollment is contingent upon maintaining good standing in attendance, discipline, and cooperation with the educational plan.

- Transfer requests submitted for siblings are evaluated individually.
- The District makes every effort to consider sibling requests together; however, each student’s transfer request is reviewed individually and must meet all eligibility criteria.
- Required documentation must be submitted for each student.

- Approved transfers require a signed written transfer agreement.
- The District values a strong partnership with all families, including those participating in the transfer process. Parents and guardians are expected to support their child’s education and communicate respectfully with District staff.
- To maintain a safe and productive school environment, any use of profanity, threats, abusive language, abusive behavior, or physical assault toward staff will be documented and may result in immediate revocation of the transfer.
- Failure to comply with the terms of the transfer agreement may result in revocation of the transfer and ineligibility for future transfer requests.
- Transfers may be revoked at any time if the student or parent violates the terms of the written transfer agreement, the Student Code of Conduct, or District policy.
- If a student’s data indicates the student may lose eligibility for a transfer mid-year due to repeated behavior concerns, lack of academic progress, or attendance issues, the campus may provide notice to the parent of the possible loss of transfer eligibility. If the behavior, academic, and/or attendance concerns do not adequately improve in a timely manner, the transfer may be revoked mid-academic year or revoked effective at the end of the then-academic year, at the discretion of the campus principal.
- A transfer of any kind may be revoked immediately, without prior notice from the campus principal, in the event of a serious behavior incident or incident involving the student or their parent that jeopardizes the safety of the campus or District.
- An Employee transfer may be revoked immediately upon the employee’s separation of employment.
- Transfer revocations will be provided in writing.

Transfers may affect UIL varsity eligibility. Parents and guardians are responsible for confirming eligibility with the District Athletic Department before finalizing a transfer request.

A board or its designee may assign and transfer any student from one school facility or classroom to another facility or classroom within its jurisdiction. Education Code 25.031 A board or its designee must make the decision concerning the assignment or transfer of a student on an individual basis and may not consider as a factor in its decision any matter relating to the national origin of the student or the student's ancestral language. Education Code 25.032.

Types of Transfers

Criteria for Approval
- Space availability
- Attendance in good standing
- In the prior academic year, the student was not placed in in-school suspension or out-of-school suspension.
- Student has never been expelled and has not attended a Juvenile Justice Alternative Education Program (JJAEP) or Disciplinary Alternative Education Program (DAEP).
- Student has not received 3 or more office referrals in the prior academic year.
- Student demonstrates appropriate academic progress, as demonstrated by passing grades in all subjects and satisfactory scores on standardized assessments, if applicable.
Duration and Renewal- Once an Out-of-District transfer has been approved, the student may remain at the assigned campus provided the student remains eligible, per the eligibility criteria described below: the student and parents/guardians adhere to the terms of the written transfer agreement, the Student Code of Conduct and District policy.
- Parents will be contacted for Annual Renewal the month of March and will be approved in April.
- Campus administration reviews attendance, grades, and discipline each semester.
Transportation- Transportation is not provided for out-of-district transfers.
Special Education (SPED) Considerations- Students receiving special education services may be considered for out-of-district transfer if the district can fully meet the requirements of the student’s IEP.
- All SPED transfer applications are reviewed by the Director of Special Education before final approval.
- If the student requires services that are not available within Whitehouse ISD or additional staffing would be required, the transfer will be denied in compliance with state and federal regulations.

Employee transfers allow children of full-time Whitehouse ISD employees who reside outside the district to attend Whitehouse ISD schools.
Criteria for Approval
- Space availability
- Attendance in good standing
- In the prior academic year, the student was not placed in in-school suspension or out-of-school suspension.
- Student has never been expelled and has not attended a Juvenile Justice Alternative Education Program (JJAEP) or Disciplinary Alternative Education Program (DAEP).
- Student has not received 3 or more office referrals in the prior academic year.
- Student demonstrates appropriate academic progress, as demonstrated by passing grades in all subjects and satisfactory scores on standardized assessments, if applicable.
Duration and Renewal:
- Once an Employee transfer has been approved, the student may remain at the assigned campus provided the student remains eligible, per the eligibility criteria described below: the student and parents/guardians adhere to the terms of the written transfer agreement, the Student Code of Conduct and District policy.
- Employees will be contacted for Annual Renewal the month of February
Employee Non Tuition Pre-K ProgramWhitehouse ISD is proud to offer zero-cost pre- kindergarten programming for children of full-time WISD employees. WISD recognizes the value of high-quality pre-k instruction, and our district is proud to provide this benefit to our employees when possible.
Eligibility guidelines- The student must be 4 years old on or before September 1 of the current school year.
- The parent must maintain full-time employment with WISD for the duration of enrollment.
- Employee zero-tuition slots are not eligible for participation in the Head Start program.

Intradistrict transfers allow students to attend a campus other than the one they are zoned for within Whitehouse ISD.
Criteria for Approval
- Space availability
- Attendance in good standing
- In the prior academic year, the student was not placed in in-school suspension or out-of-school suspension.
- Student has never been expelled and has not attended a Juvenile Justice Alternative Education Program (JJAEP) or Disciplinary Alternative Education Program (DAEP).
- Student has not received 3 or more office referrals in the prior academic year.
- Student demonstrates appropriate academic progress, as demonstrated by passing grades in all subjects and satisfactory scores on standardized assessments, if applicable.
Duration and Renewal- Once an intradistrict transfer has been approved, the student may remain at the assigned campus through grade 5 provided the student remains eligible, per the eligibility criteria described below: the student and parents/guardians adhere to the terms of the written transfer agreement, the Student Code of Conduct and District policy.
- Campus administration reviews attendance, grades, and discipline each semester.
Transportation- Transportation is not provided.
